I would advise that you pay attention to which apartment you rent, some buildings are more preferable than others. The people who complain about paying "heat" in July apparently don't stop to think that what they're paying for is A/C! The management is friendly, the maintenance personnel are scheduled promptly and take care of any problems I have. Perhaps the key is that I am polite, respectful, and not unreasonable in my requests'

Good grief! Not the management posting as a resident again. The sea of negative reviews already shows how bad this place truly is but I will humor the management's alter. About the buildings: The building one rents should be in the same condition -- and be subject to the same rules -- as the building another person rents, as specified by the lease there should be no preferential treatment amongst residents. There should not be one good building and then four bad ones. It is not up to the renter to "pick a good building." It is up to the management to enforce the tenets of the lease whenever a violation occurs. Period. Placing the poor quality of Pleasure Bay on new residents is not only redundant it's plain wrong. Management is reponsible for apartment building upkeep, clean property and enforcement of the warranty of habitability. Secondly, people not complaining about the "heat" they are complaining about the billing process which pretty much has other residents -- with maybe one or two people in an apartment -- that may use a small portion of resources being billed the same amount of money as an apartment that has five or six people. This billing system -- known as R.U.B.S. -- exploits a loophole in the law and basically charges someone that may not use as much resources just as much as the person that constantly has their water running. They are billing residents without even knowing how much of the resource certain residents are using. Residents in other states are filing complaints due to the unfair usage of this system ( See here: http://www.tenantslegalcenter.com/html/water_billing.html ). Moreover, residents were still being billed for "heat" during the summer when the heat was not even on. Thirdly, it is obvioud by the numerous negative complaints that the management is anything but friendly. They eat while talking to residents, take sides with certain residents against others, ignore resident complaints routinely, and even lie to residents.
The key to having a pleasurable experience at that place is to either move out or never move there in the first place.
