Not amenable to satellite dish owners, which is illegal

The Telecommunications Act of 1996 forbids any apartment complex from telling you that you can't install a satellite dish provided that your apartment has a balcony or a patio. I mentioned my dish when I looked at the place, and the manager said no. This is illegal!!!!!! Otherwise, the complex looked nice and seemed to have alot to offer for the address and price.
