I moved in summer 2003. I lived in a 2nd floor unit. I don't know where they found the windows in for these apartments - they are single pane windows that provide zero insulation and the latch it basically a hook that jams between that two windows; the latch is usually f-d up so it just pushes against one window and forces a huge gap between the two - so you can lock your windows and have a terrible draft or not lock them and take your chances. My power bills were outrageous, at least compared to what I payed in my last place. A typical electric/gas in summer (and I don't have AC on that much only when I NEED it) is about $160. In the winter time you need to keep that heater running or freeze your ass off so the bills get up to about $180. So if you can find a place willing to pay your utils take it! The insulation is my biggest complaint, the neighbors were nice enough and we had a good view - the maintenance is a tad slow but they come around eventually. I can't wait to move out - but from the looks of what is out there their ain't much good. Be prepared! Make sure you look at the actual unit first ours was somewhat different. Oh and there is very minimal closet space.
