Illegal to Charge for Carpet and Fail to Refund the Deposit Back within 30 Days-Link to Report

Tenants are NOT responsible for normal wear and tear. You are NOT responsible for carpet steam cleaning and carpet replacement, because New Jersey Tenant Law only requires Broom Clean Only. If they claim that they had to replace the carpet because of you, ask them for proof of pictures with time stamps and the receipt to show that the carpet was newly installed for you, right before you moved in. Even if they newly installed the carpet for you, you are not responsible, as long as you did broom clean.
Riverwatch asks for carpet cleaning and even add this under the contract but this is against the state law. You have several ways to fight for this, including reporting to the State and going to Small Claims Court, if you have not received the deposit because of this. Riverwatch has to pay you double, if Small Claims Court finds them guilty and you have not received your deposit back within 30 days. Therefore, there is a good chance that they will refund your deposit, if you at least file a claim to Small Claims Court but did not go to the court yet.
