I've been living in tov manor for seven years now, so I can offer alot of helpful advice about this complex. In the beginning (2002-2003), yes, it was bad. There was limited heat in the winter, and it would take a long time for problems to be repaired. We also had problems with termites early on, and other creepy crawlies. Depite that, We never knew of ANY drug activity, and the only loud music we heard was from summer parties, which is normal for any apt. complex. However, the management has changed and since 2006 or so, things have greatly improved. The apartments are updated, repairs are done the next day, and management is friendly. Previous people on this website have failed to mention that the boilers were replaced a couple of years ago, and since then, we haven't had problems with heat or hot water in two years. Problems with thr roofs leaking were solved when they replaced the roofs some time ago. Also the problems with brown water have gone away, as much of that was due to the construction on route 18, which is almost finished. When we had our kids, we were contemplating moving to another apartment complex, and looked at about 20 other places. But instead we moved into a 2 br 2 bathroon apartment in Tov Manor. Why' Because you can't beat the location!!! and the price is comparable to other apt complexs in the area. We've lived in this area for a long time and know about the other complexes. The rates at Tov Manor are comparable, esp for the size of the apartments. Now we're raising our two kids here and are very comfortable. Tov Manor is a nice place to raise a family, and a great location for Rutgers students. It's also a great location for commuters with easy access to NYC and Princeton. I'm not saying that Tov Manor is perfect. We do have problems with garbage, parking is limited, and the laundry rooms are in definite need of repair. If you want something near perfection then go ahead on and pay a higher price for less space. But if you're a middleclass family, or a rutgers student looking for a starter apartment, then Tov Manor is a good place to start. I hope this was helpful. 6TrHFn6pn7poyqNlKEgn

thanks for the post..if you are living downstairs do you feel too much noise from upstairs? also how do you reach the nearest train station (i guess NB) - is there a bus service? are you aware of any express bus service to NYC?
