Ineffective Management Agent (Old Fashion Slumlord Style)

The Pavilion Apartment complex is a jewel in the rough. The world reknown architectural design situated one and a half blocks from a major NYC transit hub (the Broad Street Station)make this a compelling housing option to consider. HOWEVER, be aware of the following:
There is almost no routine maintenance. Calls to the on site office will always be taken politely when you can get through. Serious, credible reponses are generally non-existent.
The gates to the "gated on-site parking" are routinely broken. They have both been broken for over a week at this writing.
The advertised 24 hour maintenance just isn't. The contracted services are slow to respond citing "payment issues" with the management organization.
Friend don't let friends.....there is typically a vacancy rate of over ten perent. Management offers $ 1,000 to existing tenants for referrals. There is typically a ten percent or greater vacancy rate.
The complex has continued to deteriorate under the regional manager from the management organization. She can never be reached and does not return telephone calls.There seems to be no sense of accountabilty.
The surrounding area is basically unsafe. The corridor along State Street (the south edge of the complex) has routine muggings; sometimes twice a day. The muggings now occur durting the day. Management has seen fit to diminish the level of security on the premises. 7th Avenue on the north side of the complex offers veritable smorgasbord of drugs for sale as well as the expected violence in such environments. Management has sought fit to reduce the level of security in the complex.
You really need to be enamored with the proximity to mass transportation to subject yourself to this.
You will hear and smell your neighbors.
Staff is overwhelmed and lack effective management though there are signs of promise for the new on-site manager.
The laundry room and machines are generally filthy. Many tenants ( this one included) opt out of the reasonably priced machines for sanitary facilities nearby.
Dogs are allowed, if you lived here before, but not if you move in now. Enforcement of this policy is vague at best. Dog urine is regularly in the elevators.
