Brown water, very expensive heat & a/c bills

This is a terrible place to live. Many times in 2005 we did not have water service at all, and there were many other times we had only cold water -- there was no hot water. In addition, when you do have water, it's brown because the pipes are old and rusty. You don't want to shower in this water (your shower curtain liner gets unimaginably filthy and encrusted after just 2 weeks!), and you definitely can't drink the water. What is more, if you wash your clothes in it, they'll get disclored (I don't have any white clothes anymore -- they're all tan). In addition, this apartment complex is so cheap that when it was time to replace the heating/air conditioning units, they bought heat pumps. As any informed consumer will tell you, heat pumps are not appropriate for this part of the country. They were designed for moderate climates where people need only a little heat or a little air conditioning sometimes. But in this area, we often need lots of heat or air conditioning. And when you ask a heat pump to make a lot of heat or a/c, you get an exorbitant electric bill -- sometimes $220 to $500 per month for a two-bedroom apartment! As if that weren't enough reason for you to choose to live elsewhere, the head repair guy doesn't do quality work. Every time you need a repair, he must make 3-4 attempts before it's either fixed somewhat well enough or you just get fed up and fix it yourself. Also, for some reason, there's always drama here. The tenants are constantly calling the cops on each other. Who needs that' Worse yet, there's lousy security. There are buzzers, but you have no idea who's at the front door unless you go down and look. This apartment complex is located near high-crime areas, so if the person at the door is armed and you can see them, they can shoot you. Finally, whatever work the property manager promises will be done for you, make sure it's done before you move in (e.g., painting, new floor). Otherwise, the promised work will never be done. Creswood has a history of that in all of the apartment units here.
