This may be exactly the place that you are hoping for if you like:
Trash spilling out of overloaded garbage bins and sitting for days at a time before pickup. Especially interesting during summer months. Don't hestitate to leave your old furniture, mattresses and assorted junk, everyone else does.
Enjoy this unique sport' You will be right at home watching racoons versus cats competing for food at the garbage bins'
Like excitement' Underground laundry rooms that are dank, dark and exposed to anyone wanting to rob you may be just your thing. The adjourning basement entrance to one building has flooded over and over again with accumulating water causing mold. Solution, paint the walls and lock the front entry door.
Not in a hurray' Repair requests unanswered for months at a time and in instances never addressed.
Dog lover' One neighbor's pit bull may be of interest to you. Don't worry, the policy states that only cats are allowed, but the place is a virtual kennel.
Want a unique way to lose weight' Notice air conditioners hanging out of certain apartment windows (as the central air systems are ancient and obviously cannot cool properly). If you enjoy a sauna atmosphere during the summer you get it for a monthly fee. Even with added window units 2nd floor temps will usually not bring your apartment below 80 degrees when the outside temp is above 80. Your sauna will cost you about $250 monthly through the generousity of JCP&L.
Birds,insects, squirrels and other even more exotic species can work their way through the building's outside apertures incl. built-in kitchen fan outlets and roof openings... all for your late night entertainment.
Insurance rates not high enough' Make a habit of parking in front of certain buildings on Rellim Drive, as it has been known to go underwater (to your car doors or higher in severe storms).
Bored' Be on the lookout for tenants (esp. with hardwood floors) that may live below/above you. If you don't have tv and want to listen to theirs no problem, or maybe bedroom sounds amuse you.
Want to save time and energy unloading items from your car' Try driving over the lawn to your front door' No problem here, if the ground is wet you may even leave tire tracks for all of your neighbors and their guests to enjoy.
Want a conversation piece for your guests' Make sure you point out how your carpeting is unique. We have "waves" in ours...nice eye appeal.
Like to play in the dark' The transformer powering the apartments blows out only a few times a year, but just enough for you to give Home Depot a little business if it gets tiring. Good practice though, if you like to reset your digital clocks.
If you like Cablevision's monopoly prices, you can continue to enjoy. The management will not allow you to attach satellite dishes to the roof or their buildings.
You are in for a real treat if the above appeals to you.

I LOVED YOUR POST.. I am totally not moving there, but your post made me pee my pants. You need to rate crappy apartments in the future. Love to have a drink with you!;)
