Consumer Beware:
Know your rights when you deal with the Foxhall Apartments, owned by Milan Associates, and managed by the Value Group. It has generally been accepted over the years that a fox is sly (slick, sneeky, underhanded); maybe we should not be surprized if the "HALL of FOXES" scams the public. Unfortunately, the Foxhall philosophy (and management) is the reason why we need a criminal code and prisons. If you plan to live in the Foxhall, or depart from the Foxhall, be familiar with New Jersey statues concerning renters (N.J.S.A 46:8-21.1). This is important. I was a long term resident at the "HALL of FOXES" where I was never late with my rent and never received a late fee but Foxhall decided to keep 70 % of my security deposit. Read the other reviews also.
Just the facts 1:
Landlords cannot charge cleaning fees to tenants who leave their apartments BROOM clean. Landlords often try to deduct such fees, as well as fees for painting. (N.J.S.A 46:8-21.1).
An apartment only has to be broom cleaned according to (N.J.S.A 46:8-21.1). The Foxhall management and owners assume no one knows this and they charge departing tenants large cleaning fees for routine maintenance. I left NO OBJECTS, NO FURNITURE, NO CLOTHS and NO GARBAGE after my 11 years of tenancy but they charged me $371 for 8.25 hrs of cleaning. What could they have cleaned for 8hrs in a little 1 bed room. This is a clear violation of (N.J.S.A 46:8-21.1).
Just the facts 2:
The landlord can only charge you for property damage that is more than ordinary wear and tear. (N.J.S.A 46:8-21.1).
The Foxhall cannot charge you to replace/fix 40 year old counters, cabinets, fans, light fixtures, etc. But, they have been doing this for years. The "HALL of FOXES" was built in the early 1960s. Many apartments have the original 40 year old porous cabinets and archaic air conditioners.
The Foxhall improvements have been mainly to the exterior so they can sucker tenants into a lease. The grounds look good but for over 10 years they only changed the windows and added insulation. They began to upgrade apartments near 2005 as tenants leave & loose thier security deposits as renovation money.
The main problem with the "HALL of FOXES" is that they want to keep your security deposit. Otherwise, it is an ok place to live for the money.
