Horrible place to live

Years at this apartment: 2000 - 2005
 
The manager is rude. Very noisy, I can hear everything my neighbors are doing and I mean everything. You have to pay all your utilities, water/sewer extremely expensive. During the winter the apartment feels like a freezer.
