I and my now ex-wife lived at Pleasant View Gardens between May of '94 to March of '98. I'm only writing this review because I continue to get unsolicited emails inviting me to do so, so here you go.
First I'll start with the big issue I personally had with this hell-hole. I had an accident on the landing of our front porch of our unit. Had a handrail been in place to stop me from going down, I would have been fine. Instead..I broke my leg, and severely damaged my right ankle requiring two surgeries. I contacted a lawyer who made an attempt to negotiate both covering my medical expense and installing a handrail on our landing (this wasn't the first fall-down accident on this same porch). Management thumbed their nose at both, so we took it to court and I won (getting my expenses covered) but they still, as of the time we were moving out, never installed a handrail.
That one was personal, just exploiting how the management system cares little about their tenants at this place.
The other was bugs...lots of different types including everyone's "favorite apartment dwellers" cockroaches. As many complaints as we and several other tenants made, nothing was ever done about them.
The last were the downstairs neighbors we had to deal with in the four years we were there(we were in a second floor unit). The first moved out only a month after we had moved in, and never really saw her nor heard a peep out of her. The next was a group of rowdy college students (being so close to Rutgers' Busch campus makes these very convenient for off campus housing)...So started the nightly noise, weekend partying that lasted until the sun was just peeking up over the horizon, and our kind pleas to them to turn the volume down every so often, which more often than not, fell on deaf ears. We had the cops there so many times after that, I believe they were eventually evicted because of all the complaints they got. We had two more after that, one young couple we actually became very good friends with and speak the horror stories of this place about to this very day.
Couple this all with their very lax snow-removal practices...one snowstorm we had, we needed to call 3 times in a 2 day period for them to finally come clear the snow and ice from our walks and landings. And the parking nightmare, typical of a large garden apartment complex like this one...no different at Pleasant View.
To sum it all up...If you're looking for a relatively inexpensive apartment in Piscataway, I'd advise to look elsewhere in town. This place will only give you headaches.

You are so right, I lived there for about 2 years and I was so excited when I was leaving. But guess what when I left the nightmare began. They said that I moved on one day, when I actually move before that date. Now they sent me to collections for that month that I did NOT live there and they expect me to pay a large amount of money. Please anyone looking to live somewhere DO NOT MOVE TO PLEASANTVIEW GARDENS, THAT WOULD BE YOUR BIGGEST MISTAKE EVER. WAIT A WHILE ANOTHER COMPANY IS BUILDING NEW LUXURY APARTMENTS CLOSE RIGHT NEXT TO ROYAL GARDENS.
