Hi,
I hope I'm not too late to help you. I lived in a ground-floor 2-bedroom for a year and had a mediocre experience. We had to call in the exterminator several times for ants and always had problems with spiders. BIG spiders! I would still recommend the ground floor because it's concrete and the upstairs ones creak a lot and that made me nervous because I had a treadmill and tend to stomp around a lot. I've also seen some upstairs balconies that looked questionable. I don't remember hearing the upstairs neighbors, though.
We lucked out when we moved in because they had just replaced the carpets and all of the appliances were new.
The apartment was spacious and I don't remember having any problems with the heat or A/C. We installed our own digital thermostat so we could program the settings ($40 at Walmart and we took it when we left).
Parking was somewhat limited, though I was always able to find a space in the lot by my building, though it sometimes meant parking near the dumpster.
I found the neighbors to be very friendly, "international" or not.
Maintenance was very prompt in responding to problems.
Aside from the bugs (which really were seasonal), I'd recommend it. It was a good value for the area, also. (Make sure you ask them about leasing specials and move-in discounts!)
