Too pricey, poor service, cold, noisy

Years at this apartment: 2001 - 2003
I have been living here for 2 years, going on my third since I can't afford to buy yet. Every winter it is very cold and the maintenance people cannot fix it. The windows were changed a few months ago but the screens fall out...not to mention my cat falling out of the window because of this. If you complain too much, the manager yells at you. Rent has gone up every year a significant amount. I live on the ground floor and can hear everything upstairs. I can hear the guy snoring, coughing, laughing etc.
