Good for Fugitives from the Law

This place is dangerous. Gangs are evident and drug dealing is open and obvious. The "management" Mr. Pete just rakes in the money, but doesn't care about the poor water pressure, collapsing infrastructure, etc. I've seen small kids playing on top of broken down old retaining walls with nails sticking out. The parking lots often have glass b/c of the broken booze bottles from a weekend of debauchery.
The apartments are fairly large, but dated & dark. Everything reeks of the 1970s. The hot water is in weak supply: the roaches are not. They are large and fierce--perhaps a new variant of insect. The "management" does not employ exterminators, so you will have to use foggers. However, it appears that the roaches are now immune to defoggers. Raid and stuff like that is just a waste of time and money: these roaches are that tough. Oh, and one night my cat was battling a mouse. It's that bad.
The rent is not cheap. It seems reasonable (when you first sign-up) for the area (although this is the worst place for the money), but it goes up about $50 or more every year. Soon you will be paying well over $1,000 per month to live in a roach & rodent infested pig-sty. You cannot depend upon the water pressure. There is no working controls to the heat. In the winter you will be roasting, although if your building's boiler breaks, they take their good old time about getting it fixed.
Mr. Pete is difficult-impossible- to deal with. Have a question and he starts yelling immediately and doesn't listen to you. While they provide next to no services or maintence, don't be late on the rent or they will leave nasty letters, and start on eviction immediately.
The neighbors vary. A few (small minority) are hard working folks just trying to get on with life. On the other hand, the drug dealers, prostitutes and thugs who are the majority population can make it unpleasant. Every weekend you can depend upon the Randolph police (who advised me to move) to come for wife-beatings, who-my-baby-mama drama, and other sorts of trashy, Jerry Springer-like circus performances. Loud barrio music can be heard during the almost all of the time.
The rowdy and plentiful teenagers are unsupervised, and loiter about smoking pot and drinking beer in plain sight. There are a few hootchie mama girls who draw in a crowd of unsavory young men who often fight over the attentions of the ladies. Loud low-riders blasting hardcore ghetto raps will be a soundtrack to your life if you move in here.
If you are a fugitive, have warrants, etc., this is the perfect place for you. If you are decent and sane avoid this hell-hole at all costs. The sane people that are not wanted by the law are saving to get out.
