The Highlands: property with a broken gated entrance and in need of soundproof walls

I moved into this complex mainly for the safety of the gated entrance and alarm system within the apartment. The alarm is great and is definitely worth the $20 extra a month to ensure safety. However, the gates are worthless. As soon as they are put up, within hours they are broken. The property has assured me they will be replaced with a better system, but I have yet to see any improvements to it.
The apartment is not soundproofed at all and I constantly hear my neighbor's every move and word above me. It gets extremely frustrating.
On a positive note, the grounds are maintained pretty well and the staff is efficient. I just don't think the apartment is worth the rent that is charged. The security is comparable to any other complex in the area. So if safety is an issue for you, this complex is not the one for you.
