Don't waste your time...

Ultimately you get what you pay for, unless you live here, then you don't even get that. I am a Gulf War vet, lived in some pretty scary places. I would presonally prefer the tent I lived in in Saudi Arabia to this place. The other reviews are absolutely correct in their assesment of the property. I have been on time with rent in the past and been charged late charges as well as well as threats of evictions. Sounds like a scam to me.
Lets start with parking. It sucks. Nobody respects their neighbors parking spot. You live by South River High School (which I will touch on in a minute). During the school year, forget parking on the street. People that have no car still want their parking spot even though they can not use it. Not every apartment has a spot, in fact I think the property is short close to 20 spots. When it snows, it is first come first serve... I personally had to park in the yard because there were no spots to be taken and you can not park on the street or South Rivers finest will haul your vehicle away.
Now for the school. The kids grafitti on the walls, key and dent the cars, throw trash everywhere (especially when school closes), smoke in the back, walk in the street and parking lot, and generally lack any discipline. I have seen it all to include flashing, urinating in the bushes and stairwells and quickies being done wherever the kids think they aren't able to be seen. Not all the parents that live here watch their children. I have seen children as little as (i am guessing) 2-3 years old running around without supervision and at times dangerously close to the road. High School kids whip at close to 60 mph down the hill when the cops are not around, blasting their obscene music, paying no attention to the kids in the area.
Laundry... can you say pricy' 1.25 a load AND the machines don't do a great job. Forget the dryers, they don't work well.
The grounds have been a disaster up until the state came in and mandated they do something about them. The American Flag they were flying was torn to crap and not displayed properly... a sad sad sad sight. I finally convinced them to take it down. You can get one for 14.95 and they still refuse to replace it. The sidewalks had turf washed away from the 2003 rains, leaving 5-7 inch drop offs in places for the last 2 summers. No grass grows under the trees... so you trip over the tree roots if you choose not to risk your ankles on the sidewalks. They have made feeble attempts to correct this recently in 2005, but never watered the new seeding... so now you have dead grass and some sort of chemical blanketing laying around by the sidewalk on the Johnson Place side of the property. Instead of fixing this properly, management opted to put a 8 inch high tripping wall up against the hill where the kids play made of nicely laid brick. Not exactly how I would have spent a few grand.
Now for the apartments....
My apartment is complete with cracked and drafty windows and decor straight from the early 1950's. Varnished plywood cabinets grace the kitchens new appliances and linoleum floor. The corner with the stove in it was obviously ignored when preparing the apartment for my arrival. Old wallpaper and spatter of who knows what remains behind and to the side of the stove. It is a gas stove however and brand spanking new when I moved in. Door Frames and metal fixtures were painted over when the painters did the place. There were termites at one point as there are holes in the bedroom floor that are characteristic of termites.
The walls and especially the ceiling are thin. You hear everything going on. Never had a problem with heat in the winter besides the drafty windows. There are lights int he kitchen, hall and bathroom. Everything else you supply. The Window blinds were broke when I moved in, and never replaced.
Forget trying to get ahold of Westminster Management. Office hours rotate around being of the most inconvenient time possible according to your schedule. There is no office on the premesis for complaints etc. The office is located about 2 miles away from town on Leonardine Gardens property (which reviews there sound much like the ones here I must say). Must be the Easter Seals program works here too. There are a number of residents that are out of their mind (some of which are genuinely ok, others which are not).
The residents are give and take. I don't know about the trailor trash statement that the one review made. I find my neighbor upstairs to be quiet compared to the last person that live up there. Many Residents do limited gardening. That is about the only upkeep you will find landscaping wise.
There has to be better elsewhere. I will be moving out in December as they will be raising rent again.
Don't waste your time or money.
