Horrible Situation - Impossible to get out of

My mother lives in this complex. She had nothing but positive experiences with them until several weeks ago, when a water pipe in the apartment above hers burst while she was helping clean my old house after moving out. She'd only been gone two hours, but when we returned, water was pouring in from every square inch of her ceiling. It was in the walls, causing huge bladders of water under the paint, which knocked pictures and mirrors off the wall. All of her belongings were completely soaked, as well as the carpet in the unit (she was on the 2nd floor).
The situation was bad enough, but the way the manager handled it was APALLING. She continued to insist that the place was "liveable," but suggested in the same breath that my mother get a hotel room that, "your insurance should pay for it, that's why you have insurance." This became her mantra - "That's why you have insurance." She was completely unsympathetic, unempathetic, and frankly, kind of nasty to my mom, who just had all her worldly possessions destroyed through no fault of her own. The manager proceeded to inform my mother that she would be accountable for the rent, that there was "no way" they could put her in another unit (though apparently there were more than 30 empty at the time), and "that is why you have insurance."
Large industrial fans were placed under her carpet to dry it out. They were extraordinarily loud and caused the carpet to ripple and wave. The maintenance guys, who were very nice about everything, stacked all her belongings on top of her bed (which made it impossible for the mattress to dry out).
To make a long, agonizing story somewhat shorter, the regional manager finally put my mother into another unit, but they managed to convince her it would be cheaper because of a "special," when in fact she is now paying $50/month more. They also made her sign a new lease, which though they said it was for six months is actually for seven due to "limited move-out slots" in June (though my mother had already occuppied one of those under her old lease. I would STRONGLY advise you to STAY AWAY from The Enclave.
If my story isn't enough to convince you, this should be: The maintenance guy said, "This happens every single year, and I keep telling them that we need to insulate the pipes, but they just won't do it."

Funny the maintanace supervisor dont know crap except how to suck down beer he spends more in his unit than working,you see him at his apartment either going in or sitting on the patio during the work day so he couldnt say . Wish the other staff was here
