The apartments in phase 2 are horrid with old cabinets, crappy carpets, counters that are buckling, appliances that are filthy and barely working, sex offenders live here (check the sex offender web site), my saddle bag was stolen from my motorcycle, they bait and switch the type of apartment they say you are going to rent, the way they divide the cost of gas amongst all the renters is totally unfair to the single renter who does not use heat in the winter, the management nickels and dimes you to death until your rent is so high you can't afford to live there. I'll give them one thing, they are centrally located with lots of conveniences. Laundry rooms are inadequate and seldom have fully functional equipment, dirty, but reasonable in cost. Parking is good. The grounds are nicely kept, but kids are allowed to destroy the landscaping and tenants do not clean up after their dogs so there is dog poop all over the place. There is little noise from apartment to apartment, but the end units are horribly noisy from gates slamming and inconsiderate tenants.
