Beware of Pavilions!

If you are new to the city, let me inform you that ABQ doesn't have the best and safest apartments around compared to other areas of the globe, so expect to see many buildings run down and not many new structures up in the city.
After saying what I did above, Pavilions is probably one of the best in ABQ, but that doesn't say much as most of the apartments in the city are what I call "ghetto." I'm not real happy here, so I'm not going to give this complex kudo's. I believe if you lived here on the SECOND floor, you would be happy, but NOT if you lived on the first floor! My neighbors have been extremely loud and you can hear everything and YES, I mean EVERYTHING that goes on up there, i.e., walking, conversations, going to the bathroom, having sex, hearing their alarm clock go off, etc. I can tell you the entire schedule by the minute! I have complained to management and all they have done thus far is contact the neighbors to request they be quieter. For the most part, it's pretty tolerable and quiet for the FIRST TWO DAYS and then after that, they go back to their same inconsiderate noise! Management has offered for us to move into another apt on site, but that's not fair! They are totally ignoring the problem. I was so happy to see that the Pavilions have garden tubs and that was one of the big reasons why I moved in here, as I love my baths, especially in a big garden tub. Well...be warned, the tubs are peeling paint and are falling apart! Management blames it on the previous owners. They will spray the tub for you to prevent anymore peeling; however, it's YOUR responsibility to be OUT of your apartment for 48 hours due to the fumes, hence, incurring a hotel bill that they will NOT pay for! Another thing, the water bill has been going up approximately $9.00 each month here at Pavilions. I have brought this to the management's attention as well, just to keep hearing, "I'm still researching it." It has been over a month that I've asked about why the water bill is ever so increasing by the month. The water is "allocated" here, so even if you don't use any water for a month, let's say, you're on a vacation or whatever, well you still have to pay what is expected of you determined by your square footage. If I had to do it all over again, NO I would not move into Pavilions! Maintenance is not that competent here either.
