I sure wished the manager would enforce the pet rules. I rarely see dogs on leases and one tenant (bldg 633 #38, balcony with all the junk on it) has trained their dog to climb down 2 flights of stairs to pee and pooped on the grassy area between buildings 655 & 633. Another problem in that same building, if apartment #27 has a black cat, they let it out to roam the complex.

I lived in apartment 27 for almost four years. My black cat put a LOT of his energy into escaping out the front door. He would run, then be back home (if we didn't catch him first) in time to eat and go to bed. He was an indoor/outdoor pet all of his life until we moved to Nevada. I NEVER just let him go roam. You sound like a bitter, lonely, individual.
