Renamed and Striving to Be Better

I've been here for about five months. For the price, it's a decent place. The new owners are cheap, but the current (A.) and former manager (J. - transfered to a property closer to her home) have tried admirably to make the best of what they've been given. The current management is trying to bring in a better class of people and eviction of less-desirable tenants has increased.
Most neighbors are are considerate of others. Main complaint is the excessive about of cigarette butts littering the property. Management works hard to enforce all rules of littering and property upkeep. Most neighbors do watch out for each other and are friendly.
Leases are short, but expensive to break. Satellite dishes are not allowed. Expanded cable was offered on a bulk rate, but Charter has canceled the discounted service as of Mar 1, 2009. Water, gas, hot water, trash, and sewer are billed monthly by the property on a group rate. Telephone, electricity (and now cable) are billed directly to each unit.
I would recommend this property for someone trying to get back on their feet after a financial set-back.
