Nice apartments, but rent with caution!

The grounds and apartments are very nice and well kept. However, they're good at concealing the fact the serial rapist hit TWO of their apartments. Overall a quality place to live, yet here are a few things to consider:
Our front window would not lock and for some reason the maintenance people could not repair it (which compounded the nightmare of learning the serial rapist was in the area).
They have constant problems with water, which they turn off frequently to try to resolve.
I had a problem with management when I tried leaving before my lease term expired. The owners forced management to work with me, so management reversed their position and promised me how they would rerent my apartment, which would get me out of the remaining two months of my lease. When they failed to do what they had promised, they billed me for the remainder of my lease. Even worse, they fired their manager so when I went back to dispute it, they had no record of our agreement. I asked their collection agency to take it to court, but they refused and reported the nonpayment on my credit. I've been trying for months to resolve the situation with no luck.

I am recently having a problem with the management now. My roomates and I moved out earlier this year and have been waiting for our security deposit. I gave the office a call and was told that they would look into it and would call me back. I waited patiently for a week, no call, so I called back and they didn't even look into it, so I stayed on the phone till they did. Sure enough, a check was supposed to be cut to us. So the lady said she would ask her manager too call the check lady. I waited two more days...they still didn't look into it..so I called again. Now she says she'll call by the end of the day, we'll see!
