Great Location

I've been living here for over 3 years and I love it. Laguna Palms is a condominium complex, with about 50% owner resident and 50% renters. There are great facilities (two pools, sauna, workout room, club house) and is well maintained. There was an early problem with crime and dog owners not picking up after their dogs a couple of years ago but after security guards were hired, security cameras installed, and the HOA cracking down with fines it has improved dramatically. The location is great, 2 miles from the university, close to a great park (Paradise Park), near, but not too near the Strip, near a major bus artery, near several Clark County School District administration buildings, near a major hospital (Desert Springs), a shopping center across the street (Food4Less, Hollywood Video, Coldstone Ice Cream, coffee shop, bar and grill, Ace Hardware, UPS, Panda Express, Quiznos). I live in the center of the complex and parking is great but I have hear that the people living near the back don't have enough nearby parking. Each unit is given 1 assigned spot but there are loads of uncovered unassigned parking. The HOA fees are a bit high ($184 a month) but I feel the funds are spent well.

MORE renters than owners! Owners HATE us renters! Proof is in the fines!

I do not agree with this rationale, but I can explain it a bit. It's true that there is a clear pre-formed opinion on the part of the HOA that "renters = trouble." Evidently, in the past when it was still Club Pacific, it became a haven for rentals-turned-crack-houses. The rationale was adopted to apply a renaissance to the whole area, remodel all the units, and relaunch it as Laguna Palms condominium community. Part of this process was to focus on ownership, as opposed to renters, in an effort to not allow history to repeat itself. It's a shortsighted approach, in one's humble opinion. It has unfortunately led to an unnatural amount of bias and, even in some cases, racism (as many bla(ks and hispani(s are 'watched' as potential drug dealers. Another post here comments that you can even smoke dope if you are an owner, but will be fined if you are not. I have not seen this happen, but I have heard (heresay) discussion that pot smoking "renters" tend to be deemed as "dealers", because of the somewhat remote transient nature of being a renter (i.e. no fiduciary responsibility to the property). It sucks really, and it's unfair. But this is how the HOA thinks. Renters are not allowed to be a part of an HOA, so they are grossly underrepresented when owners don't care about HOA functions in their tenants' environments. Hmmm...isn't this the same thing that started the American revolution, rules without representation? LOL Rise up and change the LV laws...give renters a say in HOA activities.
