Huge Roach Problem

I am a current resident and can't wait to move out. We have had roaches since day one - not little ones mind you, but big one inch and larger roaches. We have tried everything. Traps, powder, sprays, you name it. Roaches come back in a day or two. The office says they spray every two weeks. The last straw was when we found a small scorpion in the apartment.
The management office personnel change constantly. No one remains from last year. The last conversation I had with the property manager she told me she had 4 sheets of paper with tenants complaining about roaches - in my mind that's about 100 apartments infested.
We were unlucky to move here. Stay away unless you like roaches. It's a shame. The location's great and the grounds are ok. But all that is just window dressing. Under the hood, they're just rearranging the deckchairs on the Titanic.
