I will tell you everything I know about this place, which is 4 years worth of information, specifically in OASIS PEARL II on Escondido.
PARKING:
One assigned spot, but a problem with 2 cars.
Parking is a total nightmare - mainly because some residents are either greedy and think they can take your spot whenever they please, or they don't tell their visitors and friends not to park in residents spots.
The only place visitors can park is either in the street or uncovered parking in the lot. For 4 years people would park in my assigned spot almost EVERY day & night - it was infuriating! So you spend alot of time knocking on doors asking people to move, and most times they are repeat offenders - it's ridiculous. You can call the office during the day or the security patrol at night, but here's what happens - by the time you call the jerk who took your spot leaves, or the security patrol sticks a warning sticker on the vehicle, or you can have it towed, but then you have to worry that it's some crazy violent fool who's going to threaten you or vandalize your car or place to get back at you. Speaking of vandalism, it's really bad there as far as your vehicle goes. Everything from getting your windows smashed in so they can rob you and take everything out of your car they can get their hands on, to slashing tires for fun - and they are very bold - coming from the surrounding crappy apartment complexes - I actually caught 2 men red-handed one night and they just jumped over the brick wall and ran. I did call the police, but by the time they showed up there was really nothing they could do but take a report. The worst time was 2005 when vandals went through and shot out almost every vehicles windows in the whole parking lot.
If you have children - DO NOT LET THEM PLAY IN THE PARKING LOT AT ANY TIME. I have seen so many close calls of kids almost getting hit or run over it's scary. Not only residents, but people in general use the parking lot as a short cut and race through.
NOISE LEVEL:
The noise level here is aggrivating, but I suppose it could be worse. Of course you always have some idiot neighbor who thinks their music is great and think it should be heard by everyone within a 100 mile radius, which is frustrating of course. You can go and knock and ask them to turn it down, which sometimes the person is nice enough to do so, and others just turn it up louder. You can call security to deal with it, but they usually just crank it back up later - some people just never learn or don't care.
The maintenance crew does use their lawn equipment excessively, and it is so loud you cannot even yourself think. So if you have to study, sleep during the day, or have small children, keep this in mind.
I know some people were unhappy about the airplanes because of being so close to McCarren airport, but I've found it's the same wherever you live in Vegas, so I didn't think it was horrible - but consistent yes.
GROUNDS:
They do upkeep the grounds - what little there is, and so it does usually look pretty nice. There is a litter problem here, and I know the maintenance people go through almost every morning and try to keep it looking nice, but because this neighborhood is just not that great, it's a fairly consistent problem.
SAFETY:
For the most part, you will probably be safe here. I thankfully did not run into anything too crazy, but there were 2 other residents that were robbed at gunpoint. One just taking their garbage to the dumpster - and the other when they got out of their car. I was told that the criminal was hiding behind it. Look out for people asking you for change.
You will also get alot of solicitors. I've had everything from people coming to the door to sell magazines, to the Mormons trying to sell God. One night at like 1:00 in the morning, some crackhead went door to door begging for money because she supposedly needed it to feed her baby and buy her diapers - COME ON! Ridiculous - don't open your door.
CONSTRUCTION:
When I moved in, ALL the appliances were crap except for the microwave - both in the 1 bedroom apt I started out in and the 2 bedroom apt I ended up in. In the 2nd one, it did get bad enough where they did have to replace the dishwasher, fridge, washer/dryer, and garbage disposal with brand-new appliances. I was very grateful, and the new apt manager was very awsome about it and I love her for her help. But, it did not go off without a hitch. The garbage disposal was not installed properly, and neither was the dishwasher, which when a connecting pipe broke, flooded my apartment so bad I couldn't live there for a month. They did help fix it and the flooding, but it was just a horrible thing to have to go through. As long as you are nice to the apt manager and keep the communication lines open, and check in with them regualarily, you should be okay - the last 2 were fabulous, but the 3 before that sucked - but obviously they got rid of the bad ones, and are trying to keep good people in there finally, which residents really appreciate.
MAINTAINANCE:
Let me just start off by saying Martin is the best maintainance guy there & he should get an award. He's trustworthy, so if you give permission to let him come in when you are not home it's totally cool. He is so nice and friendly and typically fixes the problem the 1st time. As far as response time, it depends on if it's an emergency or not. If it is they are usually right on it. If it is not, or they are swamped, it may take a day to a week. So if you call the office for a work order, I can only recommend Martin.
OFFICE STAFF:
Like I said, the last 2 apartment managers I personally dealt with were WONDERFUL - their initials are E & K. Anything before 2003 was hell. I do know the newest one after K, who is R, and she is really nice too.
OVERALL:
If you need a decent place to live until you can "move on up" this is way better than some of the totally ghetto places I've seen & been in here in Vegas. Keep in mind it has it's risks & problems. If I survived it for 4 years, you can too, but I can't necessarily recommend it. It would be better if the surrounding area wasn't so ghetto and bad, but you can't really help that. I would say for the most part, that the residents there are a good general mix and basically good people.
