LACKLUSTER RESPONSE TO HEATING PROBLEM

Years at this apartment: 2005 - 2007
 
I HAVE NOTIFIED THE OFFICE THAT I HAVE HAD NO HEAT FOR ABOUT 4 DAYS NOW.
I CALLED THE ANSWERING SERVICE AND THE PERSON SAID THAT NOT HAVING ANY HEAT DID NOT FIT THE CRITERIA FOR AN EMERGENCY. WHAT ARE MY OPTIONS HERE'
