Good Location but Noisy Neighbors

I've lived here for 2 years. Near the grocery, library, school and mall but I have problems with noisy neighbors that have parties in front of their units in the wee hours of the morning. These disturbances happen especially on the weekends and students are on their summer breaks. Security is almost non-existent.
