Years at this apartment: 2002 - 2005
I lived at the Phase One complex. Filthy living conditions, a new manager/management group every 6 months to a year. The two pools at the complex were closed about 60% of the three years that I lived there. We could never get a new sliding screen door for the deck, as there was "a backlog of requests".
In my opinion, the ownership at any given time had no money to fix the place and keep it up to an acceptable level. In the 6 months prior to my leaving the state, they had just painted the apartments, but within two weeks, the paint was already peeling off, as they obviously paid minimum dollar amount to do the job wrong.
No insulation so during the summer, the electric bill was in the $300 range and slightly lower during the winter, if it was a particularly cold one.
I would not reccomend anyone living there for any amount, although the asking price for a two bedroom was $705.
At one point, we had a security company patroling the grounds, but when the new ownership group took over in early 2005, they were let go and vandalisim and theft went up.
