Delapidated all the way around

While I realize that this is a 30 year old property, some of the issues with the apartments have gotten to the point that they need to be dealt with to avoid law suits. The sidewalks in the property are so used up that if you have friends who like to wear heels, you might want to tell them to bring a pair of flats when they come to visit. I had a friend fall and damn near break her ankle last week because of the massive state of disrepair.
The utilities are insane here. I keep my place at 65*, live alone, keep the lights off most of the day, even unplug my internet router when I am not home. My average monthly utility bill is well over $150 per month. I've complained several times, but alas nothing has come of it.
Also, don't trust them to tell you, if asked directly, who it is you live around. The whole complex is very loud most of the time, so if you need your sleep, this isn't the best place.
With them jacking my rent up upon move out, I am not going to be staying here. There are A LOT of open units however, so if you don't mind the above issues, this could be a hell of a deal, at least for one month.
