My floors are so weak that when my 10-year-old walks near the TV, it shakes. There are many places in our apartment where you feel a sinking place in the floor when you walk around. Maintenance is done, but slowly, and the lights are often out in the parking area for days at a time. The rent is medium-cheap but sort of high for what you get. There is a pool which is nice and a playground, no complaints there. Not a real good neighborhood though and we have cockroaches.
