Unsafe structure

I arrived from out of state to floor boards coming up, balcony railing not attached on one side, and very dirty. Washer leaked all over the floor as the water output was not installed correctly. I was told it was an 850 sf apartment, when it is really a 650 sf apartment. The lease I signed stated utilities were included, but the manager made me call Nevada Power to get approval to have the electricity turned on in my name. The manager stated it was a B Class apartment and they were only required to clean up to B Standards! What! Dirt is dirt. It's either clean or dirty. I broke my lease in a week after she started lying and twisting my words and received a full refund. Do not move your family here. The drug deals, cars being stashed in the hills behind the apartments, and someone having a key to our apartment and trying to come in at night scared my family and I. They do not change the locks as regulated by the law and need to be condemned as they are not up to regulatory code as the law states. Management will never give you a straight answer, walk through the apartment before or after you are there, or be honest. You would be money ahead and have a better piece of mind finding another place to live.
