Were there witnesses to how much time that you didn't spend there? This sounds like a small claims court dispute. Go over the unregistered guest clause, and read specifically what it says. Does it refer to overnight guests, or just friends coming during the day to visit. Most lease agreements deal with sleeping over,and put in the amount of days you can have a guest stay and sleep in your apartment, and not just people visiting during the day. But again, check your lease agreement with NRS Codes ll8A 350 or ll8A 520. Research on your computer law library, and if there is actually a legal term called, "unregistered guests, because you cannot charge people arbitrarily and vaguely with fines be left up to one manager. You may have a legal leg to stand on.
