If you are a graduate do not make such a mistake to live at the Wolf Run Village. You might think that the 425$US rent is a good offer for a very small room with a small personal bathroom, but there are many other serious problems with the apartment complex. However, the good points there refer to the washer and dryer machine, the dishwasher and the Internet service provided for each apartment.
The management forces tenants to sign long leases with many different stipulations. The management advertises discounts for graduate students, but will not do such things, and they especially try to take advantage of foreign graduate students, as I can attest for myself. The management will often fine all the tenants of the apartment if they find the common area in an untidy appearance. The management will fine a vehicle if it drives too fast in the parking area, and the management will hook and tow an automobile if the vehicle is parked in the wrong area, or if the vehicle is parked in front of the apartment. In truth, this has happened to my colleagues who came for short visits of up to ten minutes.
I will list the worst parts to the apartment complex. The first one refers to the very high utilities that are posted during the winter. I often had to pay around 500$US per month for a very small room with bathroom, while my friends with studio and one bedroom apartments around the university paid the same rate. Secondly, The management arbitrarily puts any person imaginable to fill the empty rooms of the apartment. The management advertises that there are apartments for graduate students only. This is not true. They will put in an undergraduate student or a very old person who is a part time student into the shared apartment in order to fill the room spaces. Thirdly, with all the different people in the shared apartment, there are always discussions over the kitchen and common areas. Lots of dirty plates, pots and cups in the common sink drains, dirty counters, strange smells coming from the kitchen, someone raising the television volume quite loud (yes, all common areas have a small television set) can make the use of the kitchen into a tense affair. During such times, I had to avoid certain hours of the day to cook my food because certain residents would use the whole kitchen space. And last, the management will try to steal your housing deposit. This is a terrible misfortune for a graduate student.
I beg for your peace of mind, respect and dignity, graduate students, and especially foreign graduate students, run from the Wolf.

These seems to me, from reading the other reviews, that fining persons, isn't really legal, if it is one person, management making these arbitrary rules. Check out Nevada tenet's rights, by putting it into your search engine. If fines, are aribrary, that is, one person is the sole judge of who gets fined,and why, then this could be viewed as a scam by a small claims court judge. Many apartment complexes try very hard to keep your deposit money, but they are not allowed to do this on normal wear and tear. Having a parent co-sign, they try to get away with having an occaisional shmuck pick up the remodeling fees, that they would have to do anyway, to garner new renters, and automatically raise the rent.
Know your state laws, before you rent, and look them up while you are renting. Keep records, and this could be why they are so intrusive. They read their tenets, to see who is wise, and who is dumb. Protect yourself.

I totally agree with you.
I'm a international student here.
It seems like the office is really taking advantage of us "legally" by any way they could think of,
and, as you mentioned, they charge for everything!
