I would rank it just little above average when I moved in with two small kids in early 2007. Major points were Sweet Home school district and proximity to Tops.
However, recently an owner employed new building managers and since that time there was very noticeable improvement in all regards. New managers are very polite and helpful, I experienced no problems when moved out.
