Tenants are not made to respect noise ordinances. In addition to this, the walls are extremely thin. It is impossible to not hear TV's, radios, and often times the conversations of your neighbors. A decent amount of public drunkenness is allowed and is common in the summer months. Sometimes apartment employees even join in. Apartment management does not get involved even when other tenants are causing dangerous situations. Mintance and contractors spend a lot of time in the buildings often with power tools so that it is common to have loud machinery pounding through your building more days than not.
