Unprofessional Leasing Office

My apartment was good in terms of location and design. However, the leasing office left lot to be desired
negatives:
1) On changing jobs, I found out I could not move out of the property without paying 2 months rent even though the Properties 'Pledge' mentions otherwise.
2) Quality of window blinds is not good. They come off with little pressure.. and cost 12 dollars to replace
3) noted spurious activity at night(once some drunkyards even knocked on the door and asked to use toilet) but this has improved off late
positive
1) near to railway station and bus stops (walking distance)
2) Good lawns
3) maintenance guys are good and hardworking -- they have to work hard as quality of stuff is very bad and something or the other keeps breaking off!

i've seen old postings about noise, drug dealers, break-ins, etc. Do you know if the complex is any different today?
