Very Bad Experience - Bait and Switch Tactics

Short Summary: Don't trust the rental manager and pay close attention to what she says. Bring a tape recorder. Don't expect her to take responsibility for anything because she'll claim it's her boss that is at fault, not her.
My wife and I attempted to rent an apartment but were met with a rental manager who acted like a used car salesman. Her BS was thick enough to cut with a knife, she used bait and switch tactics, and she didn't understand what a down payment / security deposit is for. Her initial offer was to get us into a downstairs, two bedroom apartment for a special price. When we arrived to look at the property, she informed us it had been rented only two hours before we got there. She also answered several phone calls while we waited for her, which was already a bad start. She then proceeded to show us a series of "undesirable" properties, which were undesirable only because they had a view of other apartments, as opposed to a wooded area. We finally decided that we wanted a downstairs two bedroom apartment and suddenly there were none left to be rented. After thinking very intensely, she realized that there was a tenant, a girl who she knew really well, who might be willing to move out in time from a "desirable" apartment. She had to call her boss to make sure she would agree to what was already higher than what was originally offered in the "special". We decided that, despite the rental manager's charms, we really liked the apartment and wanted to lease it. We turned in our security deposit with the paperwork that stated our official move in date. A month before moving in we called to sign the lease. Unfortunately, she could no longer guarantee that we could move in on the agreed date. We asked for our deposit back. She agreed. A week later we went in to see her about our missing refund. Again, she had to call someone with more authority than her to find out what was going on. I had a similar experience. For the cost of these apartments you'd think that they would get better staff.
