Don't rent here if you can avoid it

I lived in Blue Spruce for a year and a half and would not recommend it. The apartments are nice enough, but you need to be incredibly cautious when dealing with the incompetent people that staff the complex. While, I think they are nice and mean well, they are not capable of managing their people or their business effectively. Contracts and agreements are never kept on file and they do not follow proper procedures when you sign your lease. In my case, they failed to give me a copy of my move-in packet, which had many important documents including my copy of the lease agreement, and a form where I could record any stains or problems in the apartment. I had to request it several times, and wait months, to finally get it.

The management struggled to keep up with rent and other issues, I frequently received confusing notices and letters from them, only to go in and find that they were never meant for me. Every time I visited the rental office, the staff seemed overwhelmed and confused. They did not seem to keep records of anything, and could never seem to find my file.

An even bigger concern is the maintenance staff. My next door neighbor called the police, after she returned home to find that someone, who had a key, had entered her apartment. I won t get into the details except to say that the person who broke in also left behind bodily fluids. She quickly moved out of the complex.

Even before I learned of this incident, I constantly felt that maintenance people were ogling me. As a young woman living alone, I felt unsafe. Fortunately, I had a boyfriend nearby and was able to stay there often rather than break my lease.

At one point management distributed documents that you could sign to make sure that maintenance did not enter you re apartment without notice. I was happy to sign the document, but soon found out it was meaningless. Every few weeks, staff would haphazardly post signs saying that maintenance would be entering apartments for things like checking locks, and they soon resumed the old habit of coming and going as they pleased.

On one occasion, my heater stopped working and I stayed home from work to wait for the maintenance person to fix it. Though he was cordial and did the job properly, he was as shady as I expected and even came out and told me that he was just released from prison.

In my corner of the complex, there were a ton of children. While it's not their fault, they are limited to playing in the parking lot, it was frustrating and dangerous. I was always removing balls and bikes from behind my car, so I could exit my parking space. More importantly, I was always in fear that I would hit a child! I drove cautiously through the parking lot but the kids seemed to have no reservations about swarming around your car...to the point that I would have to roll down my car window and verbally ask them to move so I could get to my apartment.

The last straw came a few months before my lease was to end. I called the rental office to inform them that I would not be renewing. I was told was that I needed to send them written notice and clean out my apartment I did both. My expectation was that the person I spoke to would inform the necessary personnel of my decision to not renew; I also expected that the office would have record of my leases end date. That was not the case. The manager acknowledged that the miscommunication was the fault of one of their employees, who she said always makes these kinds of mistakes. Nevertheless, they tried to hold my security deposit alleging that I had not given them proper notice. After much arguing, research into New York rental laws, and letters threatening legal action, I was finally able to get my money back.

Needless to say, I went running in the other direction.
