Parking is one of many issues

For the sake of brevity, I will only write about the parking issues (and really just the most recent one). Parking has always been a problem, too many cars and too few spots. Oddly enough, they ask for your vehicle make, model, year, and license number when you move in, so they should know how many cars there are and I can only assume they know how many parking spots there are. But several times a week either my boyfriend or I (or both of us) has to park a few lots away. Last year they assigned lots to tenants and gave us stickers to put in our windows, but the problem persists. Which is not terribly surprising as they do nothing to enforce the assignments.
My boyfriend works nights and doesn't get home until after 11 and at least twice a week (typically more) there are no spots available in our assigned lot. I guess we chalked it up to it being and late, and though it is still not right, we just take it for what it is. But tonight, a Sunday, I got home at 8:30 PM and there was not a single spot. In our lot it is impossible to turn your car around, so you have to reverse out of the lot (which is really pretty dangerous when you think about it, especially considering I have since heard several cars come in the lot and have to reverse out), while doing so, I saw some poor guy walking in the dark toward his unit.
I had to park two lots away, on the opposite side of the street. So, I had to carry my 14 month old, the diaper bag, and the bag of groceries I dared to buy back toward my unit in freezing cold weather. Because I had to park on the opposite side of the street, it was a very dangerous walk back. While the parking lots and paths between units are lit, there are no crosswalks, sidewalks, or lights otherwise. So, my daughter and I were nearly hit by an oncoming vehicle while crossing (the driver probably could not see us). And then, to stay out of the road, I had to walk on the grass in the shadow of some trees with no light, but the moon.
The extra bonus to this nightmare is, that tomorrow morning there may very well be ice and lord knows that if they do put salt down it probably won't be until 10 AM (long after most people have left for work), so I could slip and fall while carry my 14 month old, the diaper bag, and my work bag. Actually, that's a problem even when I can park in the assigned lots. I almost slipped down our front steps while carrying to baby a few weeks ago. Ooops, I said I was going to keep it to parking... I guess it was too much of a challenge for me!
P.S. This is not the first time that I haven't been able to find a spot while the baby was with me. Luckily a few times my boyfriend was home to run out and get her before I want hunting for another lot to park in, but tonight he had the nerve to be at work.
