Oct. 2004. Days before we moved in we were told: everything in the apartment is going to be new, the sidewalks will be replaced by next summer, all the apartments' mailboxes are being replaced, our new door is on order, and the balcony siding that is missing is on order and will be replaced shortly.

On Oct. 1, we tried to move into the apartment. It was incredibly dirty. Both the stove and the refrigerator were missing. An old refrigerator was put in the next day and it was filthy. It was over a week before they put the stove in. We had several problems. The deck was covered in rusty nails and other misc trash. 3 out of 4 "new" screens had nickel size holes. All the kitchen cabinets had trash and sawdust. There were several knobs missing. We had no major problems until the beginning of Jan.

Roof:
Jan. 3, we got a leak in front of our refrigerator in the kitchen. The management was immediately notified. For almost 2 weeks the water poured into our kitchen and the buckets had to be emptied 3 times a day or they would overflow. After 1 week the plaster started crumbling and the ceiling started to fall apart. We called them every day. They kept saying "We're working on it." By the time they fixed the water leak it was a huge hole 3 ft by 2.5 ft. After 1 week of complaining about the hole. They put a big metal sheet over it. We started only calling once a week. After another month, they fixed the ceiling and painted the spot a light yellow. (The rest of the ceiling is white.) In June, we had another leak in our living room. Their solution was to paint over it.

Management:
None of the management has any respect for the tenants. They will come and go as they please. (Out of 13 times they have been in my apartment I was notified once by them. A call 5 mins before.) The tenants notify each other when they see the management going in and out of apartments.
EX: The tenant below us had a leak in his ceiling. When we got home, he came up to tell us they were in our apartment. Apparently our dishwasher was broken, but no one told us or left a note. Instead they went into our cabinets took out a new roll of paper towels and put the whole roll in a puddle of water under the edge of the dishwasher.

Storage:
They don't respect the storage. They moved our storage 3 times without notification. They just change the locks and you have to call and ask "what's going on'". Your property inside will disappear or turn up damaged.

Safety:
Light bulbs in the hallways are not replaced. All doors that lead outside don't lock (one knob is broken and pushes open) Some doors don't have chains or peepholes.

The Grounds:
Very few bushes and 6 pine trees. The grass is cut often, but no one picks up after their dogs. No one picks up trash, and there are lots of litterbugs. There is profanity written on the walls inside and outside.

Parking:
Unassigned. Lots of parking. Huge potholes: one is 3 ft in diameter. Terrible layout: cars can easily back into each other (it happened to us). The plowing during the winter is insanely bad. They only plow the pathways and all the snow gets pushed into the parking spots.

There is still no siding, old mailboxes, old sidewalks, the already huge potholes have grown and all of the problems above, unless stated otherwise.

Beware:
There are mice in the walls, ants everywhere and wasp nests in the roof.

You can find it on the Attorney Generals website for New York State. I thought it was very useful. I recently had to call the code enforcer to my apartment in Liverpool. He came out the same day and looked at problems I had with water leaking into my apartment. If you live in the Town of Clay call 315-652-3800 for code enforcer. Village of Liverpool is 457-3441.
