I can not recommend

Unfortunately, I can not recommend this place. Reading through the reviews, I wonder if management is writing the good reviews to keep their rating an unimpressive 50% recommendation rate.
Bad:
1) Extermely noisy - you hear EVERYTHING, plain and simple.
2) Inconsiderate neighbors - everything about the dog owners in other posts are true. Given the ease sound travels around, there is no consideration with blaring stereos and loud TV's. As with the other posters, I do notice the 'kids' hanging out front smoking/yelling daily. I enjoyed the posters comments about Paris Hilton wannabe's. On point.
3) Terrible construction - missing appliances, shelves, things break/fall off. It takes some in detail looking, but you really can tell it was 'thrown' together just to get it down. I think the flooring is the worst I've seen. One the quick visit, it looks good, but it far from it.
4) As mentioned in another post, you can smell your neighbors smoking (not just cigarettes in this dormatory), cooking, etc. This is 100% unacceptable.
5) The roof deck truly is a joke. It is grossly small for the large number of people in the building. It has to be one of the only roof decks in Manhattan without a view.
6) The gym, while nice, is also not big enough for the number of memberships.
7) I have not visited the lounge (I never received a card to get in) so I have no comments, but I doubt it will live up to the hype it has received after a year of waiting.
8) Management has yet to get my monthly billing correct. They say they are aware of the problem and it is happening to half the residents.
9) The post about the electric bill being $16 a month is either a lie or I'm getting overcharged. I have a 500 sq foot apartment with electric hovering around $50/mth.
Good:
1) The front desk is very nice. While I agree with the other posters that some (not all) of them get flustered easily and quickly.
2) I enjoy the area, but that's me. It is quieter than most in Manhattan on the nights and weekends. Good access to transportation.
3) Safe. I do feel safe in the building and neighborhood.
That being said, I work non-stop and am rarely home. Even with the minimal amount of time I am home, all of this gets to me. The home is supposed to be a sanctuary where you have quiet enjoyment.
Conclusion: Very poorly constructed building in a good area (good area is my opinion, poor construction is not).
