I lived at 301 West 22nd a while ago but know Zev Feldstein who owns and operates a few properties in the area. I liked my 2BR apt on the 2nd floor and the super was knowledgable and able to fix things or outside help was immediately called for repair if required. Zev was always helpful if you were in a pinch as long as you communicated to him he works with you. I recommend 301 for decent apts that are there, the good mgmt/maint and chelsea can be a nice area overall and everything is near by. Now that the welfare hotel is gone across the street it will make living at 301 10x's better. So give Zev a call or stop at 301 and see if he has any apts in the area. Note that 301 West 22 is a walk up. I had moved out of state otherwise I would most likely still be there. I recently had moved back to the area and inquired and he had nothing available which tells you a thing or two about people staying. Many of the folks I use to see are still in the bldg.
