unpredictable noise from Cipriani and Deutsche

if downtown developers ever envision this to be a "Luxurious Residiential " area, then they have to do something about the late night noise caused by Cipriani & Deutsche Bank.
Every other night William St is flooded with drivers going crazy honking the horns. The reason? the Cars/cabs stop in front of Cipriani constantly. Unfortunately this blocks the entire Wall St & William Street, since the only way to reach Cipriani or Deutsche is through William Street.
The 45 Wall Building itself is nice, but unless you like living next to a club and develop eyebags from lack of sleep, then I would not recommend this place.
by the way - the little guy working at the 2nd floor rental office is extremely rude.
