MY GOD! Where to begin' The elevators are always broken, the management is worse than rude, they can be actively hostile if one of the little Napoleon's there decides they want to exercise their authority on you in particular, the security staff is run by bizarre guys who act like they're CIA, and the guards at the desk are the worst lowlifes you can imagine. Building --- is filled with section 8 welfare "families" and has a record of break ins and hallway muggings (!!!!), but the security "staff" doesn't seem too concerned about that particular problem though. There's a beautiful plaza with a fountain, but you'll have to compete with the homeless that are camped out there every day (again security is not too concerned with that either) and of course the filth they leave behind adds a delightful ambiance. They have a playroom for children upstairs where the gym is, but unfortunately its usually a mess, with old wrappers and left over food mixing in with the broken and dirty toys.

This review, in addition to being bigoted and offensive, is also wildly misleading, in my view as a 13-year resident.
"The elevators are always broken" -- granted, the elevator availability has been bad, but it seems to be getting better.
"Little Napoleons" -- I've always found management to be thoroughly professional and fair. Sure they're no pushovers; this is New York.
Bizarre security guys -- If you think these security guys are spooky, or "lowlifes," boy have you got a lot to learn. Are you talking about the doormen, who everybody else thinks are wonderful? Or the Plaza level guards, who have to deal all night with non-English-speaking ------- restaurent deliverymen? IMO, the security staff is first-rate. None has ever given me a hard time.
"Welfare families" -- a repulsive slur. Low income families live in NC under 421(a) not "Section 8." They are good neighbors without exception. You, as a classist bigot, were not.
"Break-ins & muggings" I've heard one one rape, two burglaries, and no muggings in my 13 years of living in NC. Again, if you think this complex is unsafe, boy have you got a lot to learn.
Filthy homeless in the plaza -- I have never seen an obviously homeless person there, nor filth. You are delusional.

While I agree with the management and elevator issues, this writer has got the facts incorrect. There are no section 8 welfare families (and even if there were, the implication that they are bad tenants is discriminatory, as the young full pay rental tenants are a nightmare as well). This building has moderate income tenants that have to make at least $50,000 to qualify and they are typically the most stable and respctful of the lot.

I had the pleasure of visiting a family member who is a resident. I found the maintenance of the complex to be poor. Dog urine and feces throughout the service entrance area, moldings on the hallway floors peeling, mice in the hallways, infestion of roaches in the compactor. This can be a nice complex if the managment showed care and concern for it residents. The tenants need to get organized and hold management accountable.

As a moderate income tenant of the complex, first of all I commend the author that spoke in my defense (eblofeld). As for the racist, arrogant author, I feel compelled to inform you how the "SECTION 8" as you call it works. The Mgmt company gets MAJOR kickbacks in addition to the modest rent that we pay. While the market rate tenants pay exuberant rates, mgmt receives our rent moderate rent X 3 from the gov't (tax abatements)which = we have just as much position as a resident, if not more than you. Although one thing the original author omitted was the filth made by the dogs but either he/she has one or ........... needless to say - but there are many of those full breeds in the complex also!

This review is spot on. Let me reinforce point by point.
1. THE ELEVATORS NEVER WORK!!!! You will be late for work more times that you can imagine!!!!
2.The Concierge? They don't even open the doors for you! Nasty Nasty Nasty! Ask the front desk to hold an envelope for a friend coming to pick it up in a few hours----they look at you like you have 3 heads? Not my "yob"...I lose my job....Management no authorize me. What the hell do all 4 of them do all day long hanging out in the lobby? Oh, and don't try parking your car out front while you unload your packages. If you take longer than 20 minutes, they will start calling your apt. threatening to tow you car!
3. Security---OH MY GOD!! Is that what they call these thugs? Won't let a delivery man with food in his hands deliver your pizza---but what do you mean their are homeless hanging out at the Fountain----not my "yob"
4. As for the welfare families----well, yes they are there, but it isn't preventing management from increasing your rent 20% each year!!!!

I lived in Normandie Court for 2 years. I am actually the first person to post a complaint about NC on this web-site. Towards the end of my stay there I have to admit that the elevators were a problem, I did see mice in the building and the doormen and people inhabiting the management office were generally rude. The tenants really should form an association to take the management company to task for high rent and poor quality of life at NC.

although i have been fortunate in not having mice in my apartment... it is true that rent is raised exorbitantly year to year, while no improvements are ever privided. I have lived here two years, and can't wait to move out (although i anticipate that the management will not make moving out easy).

what are you people talking about? I disagree every single statement that was made by the original author. The doorman are ultra friendly, there is NO pet urine or feces in the plaza etc. the ONLY thing i would complain about is that the dryers in the laundry room tend to be out of order and don't always thoroughly dry the clothing- HOWEVER if it does not do an adequate job drying clothing I call the Coinmach which is the company that runs them and I get a refund for my $2.05 in the mail. Get over yourself and move to madison avenue paying 15,000 a month in rent to get perfection- and even still, good luck getting it over there.

I've been a tenant for about a decade now and here's the situation:
1) Elevators are ok - they do go out on occasion (actually had one fall 11 stories with me in it) but otherwise safe :)
2) Yes, there's dog urine in the plaza but they try to clean it up by watering the bricks (a little strange)
3) The club is cheap and convenient but their hours suck - convenience matters more to me than # of classes but I wish they would try to accommodate working people's schedules better (oh well)
4) Security - hmmm... I dislike the way a good few of them treat people - This seems to be a security industry problem though coupled with the fact that Ogden is ruled by a bunch of bullies who like to push these guys around, so we get the trickle down effect
5) Cost - well I live in one of those rent stabilized 402-a apartments and I'm cool with my rent but I've heard that the pricing here is outrageous and I would never pay full price for this apt. One suggestion, negotiate as much as you can. They have very high turn over here and I'm sure they hate losing tenants. I've heard this works.
6) There are no welfare tenants or section 8 here but there are a few pervs, drug users, drunks and just straight up strange folk in this building - I would bet that there's an even split btwn those who pay moderate rents and those who pay full - it's NY
7) Do loud kids and people hang outside the building? Yes! Do I care? nah! There's never anyone blocking your entrance or threatening you in any way. You may hear the occasional young kids playing ball and cursing or something similar, but it's nothing you wouldn't see anywhere else - I've def told security about a few who annoyed me or better yet, I've told them to take it down a notch myself (I'm a native NYer though and kinda tough :)
Normandie or Ogden is good for those people who need a quick apt in the city and don't want to bother paying a broker etc. Truth is, most people leave after about 2 years. I've been a tenant this long because my rent is super cheap (wouldn't you?) but even with that I've contemplated leaving. There's no sense of neighborly anything. It's just everyone's means to an end.
Good luck - I tried to give an honest assessment without being rude to anyone. What a concept :)

Normandie Court was a section 8 affordable housing bldg through the 1980's (we called the neighborhood Korea back then because of the shoot-outs), then the neighborhood gentrified and the complex got a make over, but they can't evict the section 8/ low income program tenants who won't be bought out (the same is happening now at a place on 100 and 1st called 'Rivercrossing' which is a vile and dangerous ghetto wreck that is suddenly 'Luxury Apartments'), so yes in bldg --- especially it is chock full of people you would not want to be within a mile of, who pay nothing because your tax dollars subsidize them there, while you pay thousands for dangerous stinking, dark hallways, noise, broken elevators, lousy maintenance, lunatic rent increases and rude useless staff.
