When you first need to speak with the management office they will be somewhat kind. If you have a problem, they, mainly "Julie" who happens to be the "Property Manager", will treat you like you've just done something wrong. She actually stood up and started yelling lies at me. DON'T MOVE HERE. IT'S HORRIBLE. SHE is horrible. The fact that Ogden CAP would actually find her to be qualified goes to show you how much they take pride in making their tenants happy. They don't care and Julie is literally insane with a screw loose. We regret the day we moved in here.

Yes, they are. When I was living in that building (2003-2005) I had problems with management, and I found the best way to deal with them was to treat them in kind. If they yelled at me and were rude, I fought back and yelled and looked like a crazy person, that seemed to make them behave and get things done.

I agree with everything that's been said. Management cares about nothing but enforcing their strict strict rules. They will not go out of their way to help you out with anything.
