One the average, only one elevator works

One the average, only one elevator is operational for approx 430 apartments in the building. According to owners, the elevators are being replaced or repaired......
so, unless you leave your apartment at 6am and return home after 9pm, be prepared to spend at least 30-40 mins trying to get upstairs or downstairs........
