I first moved into a 2BR/2Bath at West End Towers in 2000. It is a clean, nicely decorated (lobby is like a hotel) building. Not super luxurious, but very nice, reasonably priced, and with professional staff. The good news is that there has been a total change in building management-- for the better.
The complaint that I have is that some of the low-income tenants completely take advantage of their housing rights and abuse the rights of other tenants. The first problem arose when I had a terrace and a neighbor (who paid only $400/month for a 1BR) would stand at the divider outside and stare into the windows of other apartment and watch people while talking to himself. On two instances we found him loitering around our doorway playing with the doorknob while talking to himself. After several other tenants lodged complaints, the tentant was finally evicted.
A few years later I moved to another apt. that was next door to another low-income tenant. She paid $600 for a studio. Almost every Sunday morning I was awoken at 7AM by my walls shaking from excrusiatingly loud gospel masses on her tv. During the week she would start blasting music around 12am. It was unbearable, and I immediately brought it to the attention of the management office, after confronting my neighbor proved useless. I was dealing with the old building manager, who turned out to be a thief, cheating the rest of the staff out of their Christmas tips. He lied to me for six months, saying that he had forwarded my written complaint to "the lawyers" but that since my neighbor was a low-income tenant, it was much more difficult to get a positive resolution to the problem, or have her evicted. I discovered that he did nothing with my complaint because when the new management came in, they found no record of him contacting anyone about the problem.
Regarding the parking garage, some cd's mysteriously disappeared from my boyfriend's car once, but otherwise there were no problems. It's the cheapest indoor garage in Manhattan.
I am returing to the building soon and look forward to dealing with the new, pleasant staff.
