Crummy, run-down, sketchy place to live

Despite being just outside of the City of Poughkeepsie, this complex has the same run-down high-crime problems of the apartments and homes in the city nearby.
With a name like "Vassar Gardens" and its proximity to Vassar College, you might be led to believe this is an inexpensive, student-friendly, trendy urban experience. If you are led this way, you're wrong. This community consists mostly of poor singletons with troops of kids.
I'll guess my neighbors didn't have phones since it was common to just yell at people through your window to carry on a conversation. Neighbors would walk up to my first floor apartment windows, peer in, and start yelling through the windows to pass a message. I would have preferred a knock on the door and a civil discussion.
The apartments themselves are dumpy and run-down with paper-thin walls. I can't think of one reason to recommend this place, unless living in a slum with easy access to drugs and loud, destructive kids appeals to you.

Back in the late 80's the place was semi-decent. I knew it would go down hill from that point on!
