Nothing special, with possible problems

Well, since I posted a review after one year, may as well post another now that i've moved.
Price: $600/month plus electric & gas for a 1 BR as of April 30th. Very good value for the area, especially if you have a roommate. Even better considering some apartments are waterfront.
Location: As noted above, many of the apartments are waterfront, giving you a great view of Long Pond right out your back door, complete with songbirds, geese, and the occasional squirrel.
Office Staff: If all you ever have to do is drop off your rent check every month, then they're fine. If you have any situations with other residents, however, then the trouble begins.
Good luck getting any intervention from them - every time I had a problem, they took a "You should be able to work it out yourselves, so leave us alone." attitude, and gave basically no help. Fine if the other party is rational enough to sit down and talk, but if not, you're still stuck going at it alone. To elaborate -
I move in, March 03'. No real problems. I note, however, the awful construction as noted below. The person living directly above me at the time can be easily heard stomping around, showering, and playing music, though it is not really a problem.
April 04', the person upstairs moves out, and a young man moves in. The first Sunday after he moves in, extremely loud, thumping music begins playing about 11 PM. I go up, explain my annoyance, and he politely turns it down.
A couple weeks later, the same thing happens again - loud, thumping music with lots of bass, along with people dancing and talking loudly. Again, I go up, and he turns the music down and kicks out his friends, obviously not too happy.
The next two incidents follow the same sequence - loud, thumping music, the second time complete with several of his friends yelling and slamming eachother on the floor. At this point the town code is being violated, and town police are called both times, with the complex manager notified in the morning.
One would think that this would provoke management to SOME sort of corrective action, but as far as I could tell, nothing was done (as far as noise complaints) at all. I was told politely that it would be dealt with, but the problem continued for the whole year - the two police calls, along with countless nights where loud music would be blared all day up until the very minute the town noise ordinance went into effect.
When I made comments about the non-action, I was very curtly told that all I could do was call the police (after being told the opposite by the police), and that there was basically nothing they could do.
In the end, our friend was evicted in February 05' for some unknown reason (possibly the massive amount of tobacco and pot smoking that scented the whole building), but by then my decision to move out was sealed. The constant noise was a huge source of stress, and I was left with the distinct impression that the complex staff had better things to do than deal with resident's problems.
Construction: Horrible. Thin walls, thin floors, thin ceilings, and extremely drafty windows. Was not uncommon to have $170 RG&E bills during the winter months, and that was with the thermostat at 68 degrees and plastic sheeting taped over the back door. As might be expected, this also creates a big problem with noise.
Parking: Either great or so-so, depending on what time of day you get home and when you go out. On weekends, especially during the summer, it was not uncommon for almost all empty spaces in front of my building to be taken up by non-residents visiting friends in the building.
Grounds: Not too bad, nothing special. Fairly well-maintained, and could often see complex staff outside working on various areas.
Maintenance: Again, nothing special. Only had to call a couple times, and they got the job done.
Safely: Not very well-lit at night, but it is a place where one can feel generally safe, with lots of children running around.
Overall, this is a decent place to live if you can deal with the huge heating bill and the possibility of noise, but I cannot in good faith recommend it after my experience over the past year.
