Unresponsive Management

Years at this apartment: 2006 - 2009
 
There is an office on the premises, but the manager is not often there. There is no answering machine to take messages.
Repairs are not made in a reasonable amount of time, if at all.
My neighbors tromp up and down the stairs at all hours, and I have no recourse. I intend to move out as soon as I can find a decent and quieter place.
